In 1963, in the case of Gideon v. Wainwright, the United States Supreme Court ruled that all people charged with crimes, even those who cannot pay, have the right to a lawyer. 

If you are eligible for the services of the Delaware Public Defender’s Office, but they are unable to represent you due to a conflict of interest,  a lawyer will be assigned by the Office of Conflicts Counsel.  This lawyer is called a “conflict attorney” or “conflict counsel”.
